Der Beitrag untersucht Motive und Voraussetzungen des Engagements west- bzw. gesamtdeutscher zivilgesellschaftlicher Initiativen in Belarus nach der Katastrophe von Tschernobyl. Gefragt wird, welche Wahrnehmungen und Maßstäbe von Sicherheit und Verunsicherung die Akteure leiteten. Die Fundamente des Engagements lagen in den Neuen Sozialen Bewegungen der 1970er- und 1980er-Jahre – vor allem in der Anti-AKW- und der Friedensbewegung. Die zunehmende Sensibilisierung für ökologische Schäden, das sinkende Vertrauen in die schützende Rolle des Staates und wachsende Zweifel an der Autorität von „Experten“ verbanden sich mit einem Wandel in der Kommunikation von Emotionen. Angst und Verunsicherung wurden in der Spätphase des Kalten Krieges zum Mobilisierungspotenzial für ein zivilgesellschaftliches Handeln, das zum Teil bis heute andauert und vielfältige Kontakte zwischen Deutschland und Belarus etabliert hat.

The article examines the motives of and conditions underlying the commitment of German civil society initiatives in Belarus after the Chernobyl disaster. What perceptions and criteria of security and insecurity guided the initiatives? The foundations of this commitment may be traced back to the new social movements of the 1970s and 1980s – in particular to the anti nuclear power movement and the peace movement. The population’s increasing awareness of ecological threats, the growing doubts about the protective role of the state, along with doubts about the authority of ‘experts’ were accompanied by a change in the communication of emotions. Fear and insecurity be-came potential ways of mobilising people to take action in civil society in the latter phase of the Cold War, a situation which is still valid today and which has led to a large number of contacts between Germany and Belarus.
